Complete Investigation Services can or at least claim to have large databases with lots of individual public and criminal records available for you search through.  Employers are generally the largest users of the background checks that can be conducted online as they are generally fast and effiecient at getting the report required before employing staff. 

Private individuals use the service to trace and find missing friends and relations or to track down old school and college buddies.  It can also be used if someone is harassing your loved ones.

Please also beaware of the limitations to using these systems, if public records are not kept updated then the data from these services may not be accurate.  There are also limitations to the use of these systems:

• it is against the law to use the information gained from a background check to stalk or to harass others.
• it is against the law to search for public officials, juveniles and celebrities.
• those who request reports under false pretenses may be subject to civil and criminal penalties.
• those who use or obtain reports in contravention of the law may be subject to civil and criminal penalties.
